Neibors cut Shrubbery along Fence Line: Legal but Destroyed the Protective Area for Painted Buntings

New Neighbors just moved in and the first thing they did was cut nearly everything in their yard down! I have been pretty successful in removing the squirrels from the yard and then this happened. This shrubbery was all along my side yard bordering my chain link fence. They cut back all shrubbery that grew from my side of the fence and overlapped on their side. Not only does it now look horrible, this is where the Painted Buntings and others have seeked shelter year after year. They also dined on the insects that lived within. Before the area looked lush and green---now it looks chopped and bare--aesthetically a disaster. I am not sure the Painted Buntings will stay or not. They are very secretive and require a certain amount of cover. I immediately fertilized the remaining shrubbery on my side and will try to push it's growth. The whole thing is just so discouraging.
