You are not alone. I had new neighbors and they cut down a shade tree on the property line. Fortunately for me, 1/3 of the trunk was actually on my property. I made them replace the tree, and not with a sapling! Check your property line. Maybe the fence is not on the line, but inside your property and what they cut might have actually been on your property. Just a thought.
My daughter who lives in Virginia has a similar issue. Her neighbors keep cutting down huge mature tulip poplars for no good reason. Her varied population of visiting birds suffers as well. People are full of s***.
