Hi Doug,
It's unlikely that the starlings will associate the loss of their clutch with your desire for them to leave the box. Instead, the female will probably lay a second clutch.
European Starlings are not among the species protected under the multi-national Migratory Bird Treaty Act: (http://www.fws.gov/migratorybirds/intrnltr/mbta/taxolst.html).
