Would it be possible to have several woodpecker boxes, maybe the starlings will pick one and not try for another? I'm not sure if shooting them would really discourage them at all.
The other thing that I have thought about is to do what people do for pet cockatiels( to keep them from laying more eggs), buy some fake eggs( they have them at The Aviary Bird Shop in Goulds) and put them in the box, at least the female starling would sit on them and maybe not encourage her female buddies to nest in another box -which you could perhaps get the woodpeckers to move into. Anything's possible!
