Does anyone know if those responsible actually count the birds at Hialea? I know that AZA accredited zoos (Such as Miami) are required to keep track of their populations and record escapees, so a phone call would do here. But as far as the Hialea birds, I don't know what their protocols are.
Automatically assuming that a flamingo is an escape in south Florida really isn't (IMHO) reasonable. These birds are expensive, and enjoyed by the general public (read as: they bring money into the facility). Keepers count them daily. Asking if they are still present is a reasonable start.
