There is no good way to access this lake.
The least hazardous method may be to use a spotting scope while standing on the NE corner of the highest deck of the easternmost parking garage inside the airport (or while standing on the NE corner of the upper sidewalk near Terminal 1).
Another method is to drive as slowly as possible on the adjacent roads; this works best when there is a designated driver who is constantly checking the rear-view mirror to avoid being rear-ended; start at I-95, turn E onto I-595, take exit 12A & look at the nearby lake to your right, take left fork & follow signs for departures & cross over the railroad & look at the distant lake to your right, make several maneuvers to get on E Perimeter RD going N & look at the nearby lake to your right.
Another method is to look from the windows of public transit buses.
The most hazardous (but most rewarding) method is to walk (or bicycle); when walking along Perimeter RD, the lake view may be totally blocked by parked freight trains; when walking along the E side of the rail yard, the view is always partially obscured by a chainlink fence with some vines; airport & RR security guards are probably more likely to intercept pedestrians near Perimeter RD or the RR; when walking on the E side of the lake along the W edge of said exit ramp 12A, there are no obstructions to the lake view (either: park in the Post Office parking lot at SE 28th ST & walk S on the W shoulder of US 1 & backtrack NW along said ramp 12A, or park in a friendly parking lot E of NE 7th AVE & walk to the stoplight on 7th AVE about 1 block S of Eller DR & walk W on the S shoulder of an I-595 exit ramp & go under two single overpasses & go under the double overpass of US 1 & immediately climb up the US 1 embankment & walk S on the W shoulder of US 1 & backtrack NW along said ramp 12A); please be very careful when you cross travel lanes or when you are not protected by barricades.
