I'm certainly no expert, so my opinion should not be the deciding factor, but I believe this bird is a juvenile Short-tailed Hawk due to the mottled look to the underside. A Zone-tailed should be solid black, even if just a juvenile, I believe. But again, I'd like to here from someone with more experience with Zone-tailed.
