The structure of the bird lends to a classic Short-tailed Hawk. The bulge of the inner trailing edge of the wing paired with a the shallow "shrug" when the bird is gliding looks much better for Short-tailed.
My experiences with Zone-tailed is limited (Peru 2010 and Texas 2001), but axillaries and underwing coverts should be darker than this, even on a young bird.
I think it's a young dark morph Short-tailed, but please be open to consideration with more experience with ZTHA.
