To me, the discussion needs to be between Red-tailed Hawk and Short-tailed Hawk. I don't see anything about this bird that recalls Zone-tailed. My first impression of the overall shape was Red-tailed, but given the location of the sighting, the fact that the patagial feathering is not particularly dark compared to the rest of the underwing coverts, and the strongly contrasting pale flash in the primaries, I believe this is a young dark morph Short-tailed Hawk.
