Considered a report by who? If I see a bird, and I know it's identity, and it's not a review species, then it's a "record" to me. There is no one to submit it to for any kind of approval. Does every bird seen in the state have to be documented in order for it to be what it is? What Brian Hope said that I agree with is that Seaside Sparrow has been well seen by experienced birders in Palm Beach County. Since it's not a review species and therefore doesn't need to meet the approval of anyone outside Palm Beach, it's a "record" for Palm Beach birders.

I recently added Black-capped Petrel to the Miami-Dade list. I got a photo, but no records committee needed to review it before it was added to the county list. It's now a "record" for Miami-Dade County.
