It's not the review, but the fact that there's a specimen or photo that makes it a record.

In the case of your petrel, there has also been some review, although not by the records committee. You sent the photo to me in my capacity as the SE Florida representative of the FOS Field Observations Committee (thanks!), and seeing it was a BC Petrel, I sent it on to Bill, who has presumably added it to his FOSFOC photo database. So in this case it is an official record.

To the extent there's a county list, we only have the unofficial list on the TAS site. That comes down to whether I'm convinced the ID and location are correct. So yes, it got a bit of review there too.
