Sounds like a Blue-gray Gnatcatcher. Very common bird during migration, responds to pishing, not shy at all. The only thing in your description that seems a little off is gray below... for me it would be blue-gray above and white below.
If you want it to stay still long enough to photograph, pish.... while taking your photo, the birds curiosity will cause it to hold still while trying to figure out what it's hearing.
