Strange osprey sighting

Was road cruising in ENP for snakes when we came upon an osprey sitting on the side of the road, lifting one foot then the other and tapping, and shaking it's head. Just sitting there for as long as it did while we inched closer with the car and then got out and photographed it would have been odd enough, but this was at 9pm this evening. Any ideas? Is this behavior normal? This comes on the heels of a handful of osprey deaths at Flamingo. This bird was sighted near Christian Point Trail.
