Maybe the same bird spotted with the same behavior at the fish cleaning station at Flamingo. Spent and inordinate amount of time on the ground just sitting. Banded with green and silver leg bands. The bird flusuhed and flew at 10-15 feet height heading toward Christian Point. Time was 11:15 AM
