Help ID baby bird

I went kayaking yesterday at Barnes Sound and right by the water, just past the Card Sound Toll Booth on the RH side of the road heading east, where we put the kayaks in, was this baby bird walking along the shore and mangroves. It seemed pretty tame (not too street smart) and would come right up to the kayaks when we pulled them on shore. We could get pretty close (photo), but couldn't catch it. It had no trouble getting around & even tried to cross the road, making it to the middle, only to fly back when a car almost sealed it's fate. Could this be a Sora or a Rail?? The picture is the best one of 3-4 that I took.
