How do you explain the shortness of the bill combined with the lack of downy feathers? Surely, if the bird has already molted its black downy feathers, it would already have a long bill?
Even downy-feathered Clapper Rail chicks have longer bills than the almost chicken-like bill seen David's photo:

The bird photographed has feathers that are too well developed, and for its size, points towards something pretty precocial.
