The bill is so tiny, I can't even see it. In fact, the whole bird is so tiny, I can't even see it. So I would say it's a Short-billed. Of course, if the bird were photographed at the beach, that would confirm the ID. But I can't see the beach, either. Maybe I need new glasses.
