With a little expert help I was able to track down the likely suspect as the Yellow-banded Wasp Moth caterpillar. It's latin name is Syntomeida ipomoeae which would seem to indicate that it has a taste for morning glories. from the photos I found at this web page it appears that the structures on the caterpillars back are normal and not a parasite or fungus..
