Sorry to arrive so late in the discussion. That is, indeed, a yellow-banded wasp moth caterpillar. I've seen them on other species of morning-glories before, but never on man-in-the-ground. There are a fair number of man-in-the-ground plants at Larry & Penny Thompson Park but the easiest place to photograph them is at Silent Native Nursery, although that could be construed as cheating.
