I had the same problem a couple of weeks ago at AD Barnes Park! I saw a hawk, that had been calling hidden in a tree, fly away. It was brown, shaped like a Cooper's Hawk but with a clear white rump like a Harrier. It's behavior was definitely not like a Harrier, but looked like one. I listened to the call of both species on www.xeno-canto.org Came to the conclusion that it is the Cooper's. Sounds just like it. Don't understand the obvious white rump.
