Hi. I'm lurking here from Ithaca, NY, looking for good birds to chase. What you describe is the courtship display of Coopers Hawk (Northern Goshawk does it too but not likely here). Both the male and female will do a slowed-down, almost butterfly-like flight, with the long white under-tail covert feathers fluffed up and nearly obscuring the dark upper tail.These birds are frequently calling as well. Cooper's Hawk did not used to be a common breeder in south Florida, but their populations are expanding in many areas, and they now seem to occupy most of the S Florida parks and well-vegetated urban areas -- I had a pair displaying at my Mom's apartment complex today in Pembroke Pines
