One VERY important fact that you seem to leave out is that the bird was picked up on Miami Beach, about 2 miles away. It got there on its own. So much about not being any winter records. Since it got here on its own, and is now hanging out on its own as John so eloquently described, it seems that the ABA rules apply: it's countable. If someone wants to leave it off their list for whatever reason that's fine. It's your list.
On removing from the count:
Are you telling me that all those pelicans at the rehab center will not be countable once they are released? Then I suggest we ask all the rehab centers to tag their birds with really large markers when they are released so in the future we can leave them out of our counts.
