I usually do not comment on "countability" issues, since it really depends on one's own list -- and I don't enjoyed being flamed for rendering an opinion. But yes, the ABA rules do seem to allow this bird to be countable, which IMHO is absolutely crazy.
Because the booby was artificially transported to the rehab center and then restrained for three months, I decided that the bird was not "countable" on the CBC, and I discussed this with Brian Rapoza. (We even created a new CBC editorial code for the booby -- RL, recently released).
There is no verifiable record of a Red-footed Booby in Florida during the winter months, and only one unverifiable report (Dry Tortugas CBC in Dec 2006).
