Most Arating in S FL molt June through Sept. The primaries molt at a differing rates so that all feathers are not missing at the same time and flight is not affected. It may be that the bird just recently had newly grown feathers clipped. You may have to wait a year for new feathers. Since the bird is obviously an escaped or released pet I hope you can find its owners or maybe keep it yourself. They are great companions.
