I second Susan's recommendation and thoughts. The bird is apparently an escaped pet that had its wings recently clipped. Please do not release the bird into the wild. As a person who enjoys keeping birds as much as watching wild ones, you should really find the bird's original owners. They become very attached to their owners.
Just a few months ago, I remember seeing an escaped cockatiel flying around in an apartment complex parking lot. The bird was constantly screaming, and it had a frightened and confused look on its face. It probably got killed by the many feral cats in the area.
