You might want to have the bird checked for an implanted microchip by your local avian veterinarian. Microchipping is becoming more and more common in pet birds and you might be able to trace it back to its rightful owner. If it's not chipped or banded, check the Miami Herald lost and found section. Finally, the primaries could take anywhere from a month to a year or more to re-grow. In general, most pet psittacines molt their primaries out once or twice yearly. Unhealthy malnourished birds can take even longer. Its next molt is dependent on when its last one was! One more suggestion -- releasing exotic parrots is generally not a good idea -- so if you can't keep it, I would suggest contacting your local wildlife rehabilitator or parrot rescue group. The Wildlife Care Center in Fort Lauderdale is probably your best bet.
