If your pelicans were immatures, then they're not likely to breed, so there's no real reason for them to migrate back to Michigan, Utah, or whereever they're from. AWPEs routinely summer in the southern half of the Florida peninsula in flocks of dozens or low hundreds.
As to the banded and color-marked bird, I'd recommend starting at the Bird Banding Lab's auxiliary markers page (http://www.pwrc.usgs.gov/BBL/homepage/aboutaux.htm).
