I think one of the problems is the area that the researchers are searching in. If you have ever canoed in a swamp in Florida or Lousiana, it's really undesirable. They have alot of territory to cover and only a handful of people. Also, alot of the areas are unreachable, even with a canoe..
As for the feathers and stuff, I don't think they planned on climbing up a tree to a woodpecker whole, but maybe they will?
don't forget that there were actually photos back in the 70's, but no one would listen to or believe the guy ( a native Lousianan who took pictures of an ivory bill on a tree!)
The public is also very judgmental of scientists, perhaps we birders are just more in tune to the whole difficulty of the search...
