I have heard of mothballs, but they are toxic so they are probably not good to put around, in case of accidental ingestion by any animal. I don't think orange peels are a good idea--you will simply attract more birds to the ground (as they attempt to eat bugs attracted to the peels) and increase the chance they will be a cat target.
Have you spoken with your neighbor about the cat killing birds in your yard? If they refuse to keep the cat indoors or contain it to their property, I see nothing wrong with using scare tactics. Cats hate being squirted with water, so aim the hose at it every time you see it in the yard. Of course, they are smart enough to know it won't happen when you are not around. Loud noises may also scare them away....do BB guns make loud noises????

There are probably products on the market to specifically repel cats...I would search the internet. But you're facing an uphill battle making your yard unattractive to a cat when the fluttering of feathers is all around your feeders.
