I have the same problem and the neighbor refuses to address the issue. You can buy motion-sensor gizmos that attach to a water hose. When something trips the motion sensor, it turns on the little sprinkler head. Cats hate water! They are marketed as "deer repellent".
I have not yet found a solution. Anything like orange peels just attracts deer and raccoon.
