Yes there was a person "in charge" of the flamingos. I'm sorry that I can't recall his name, but I believe he was in charge of the grounds in general as well.
In the 80somethings, we ( meaning the Seaquarium)were given 7 flamingos from the racetrack after first having to catch them. I can assure you they were not pinioned!
On the other hand the flamingos that we added to our flock were then summarily pinioned . I would suggest that you try to contact either Dr Don Harris DVM (in Pinecrest) or Greg Bossart VMD for further info.
Dr Harris is nationally reknown as a bird vet and may know more info.
Dr Bossart is a marine mammal vet at Harbor Branch these days.
