Can't say for sure, since I don't have a nest box, but it sounds like the same behavior I've seen in woodpeckers in my yard when it comes to a dead palm. As I write this, there are two on the palm right now in the process of preparing their hole for nesting. This would be the third time they've nested here since the plam died in 2004. I'd say the chances for your nest box being used are pretty good. One warning: watch out for European Starlings trying to chase the woodpeckers away. I had to fight them (starlings) off all last week, and it seems the woodpeckers weren't scared away and decided to stay. Good luck.
