The conundrum is that it is the construction activity that has created the ideal conditions for the terns, i.e. the scraping and leveling of what was previously pasture has turned the area into a giant ersatz beach.
The opportunity, it would seem, is for some part of the proposed Fran Reich Preserve, which is adjacent to this area and contains some of the same geology, to be left 'unfinished' for the terns and gulls. The Friends of the Loxahatchee Refuge is involved in this project and could be a resource.
