There are at least two colonies of Least Tern.
The second colony is NORTH of W Hillsboro BLVD, with car access as follows: from N end of paved portion of Nob Hill RD, drive E 0.1 miles, turn right & then (after about 0.6 miles) take the fourth paved street on the left, drive to the northernmost circular turnaround, use your car as a blind, & avoid birds standing in middle of asphalt. This peninsula is graded flat but has no buildings yet. The best day to visit this construction zone is Sunday. Very rough count: 50 adults + 10 young. Adults were bathing, preening, carrying food, & sitting on what appeared to be nests. Young were walking, preening, & begging for food. Some young were flying short distances.
