Well, let's take this to the logical conclusion. Cats are under the same legal constraints as dogs. So how about the comparative merits of roving packs of wild dogs. They clean up the dropped fruit, almost never catch birds (I did have a doberman that would take birds in flight). Encourage people to tightly lid their garbage cans, which keeps the flies down and keeps the homeless out of the bushes, and thieves are discouraged. Oh and they run off the cats.
I had a roommate with a cat a few years ago, and every time I received the complaint "why can't my cat go outside?" I pulled the young Thrasher I had pulled from said cat's mouth out of the freezer and waved it before him.
But after all, eventually the pythons will take care of the cats.
