I've seen them throughout the keys really early in the morning perched on tall trees, especially Australian Pines. Best bet is to look around sunrise. If not, any stretch of coastal hammock in the keys will potentially have them. The area around Crocodile Lakes NWR in Key Largo seems to be reliable(10750 County Road 905).
