The light-colored tail is a big problem for Cinnamon Teal, but is ok for Shoveler.
The bird also looks too large to me. I think it's likely a Shoveler that is still in juvenal plumage. This would explain why the plumage is so indistinct and doesn't properly match either Shoveler or Cinn. Teal.
