It's a weird abbreviation for the Tortugas, abbreviated in a way that makes it hard to understand what it means.
He's treated it like a banding code. Unfortunately the banding code style abbreviations are designed to be quick to write, and easily read by primitive computers. However, human readability was not considered and they are badly designed for humans to read.
Why he can't write "Tortugas" so that everyone understands, I don't know.
