There is little arguing that playback likely disturbs birds, but I think what Rangel is trying to say is that it is best to address play-back users in the field rather than retroactively "calling someone out" on a public forum (or at least doing both).
I've been in his situation before, and I remember thinking that I would have appreciated that gesture right then and there.
