Haven't heard that call, but we have one at Mary Help of Christians Church site that imitates a red-shouldered hawk to perfection. It stops the dove cold in their tracks? A really remarkable thing. Generally, it is more vocal in the winter, probably because it gets the reinforcing call-back from the real bird.
