You are guaranteed to see several Burrowing Owl at Brian Piccolo Park. After entering (and paying your several dollar entrance fee) drive toward the north end and scout around the baseball fields. You should easily find several marked burrows and owls. There are more along the east-west road on the north end of the complex too.
