Hi Donna,
Although some will disagree with its relevance (see aforementioned ABA blog posts), the ABA Checklist Committee has in fact followed the Florida Ornithological Society Records Committee in deciding that Nanday Parakeets are established -- and thereby "countable" -- only along the central Florida Gulf coast, specifically Pasco through Charlotte counties.
It was my proposal that added Nanday Parakeet to both the FOSRC and ABA lists, and I wrote the species account in the current ABA checklist Committee report.
