Got this from my contact at ENP. The gate is there to keep people away from the Missile Base. Apparently, they've had people trying to get in there. This is the result of the recent tours to the Base. Now that the tourists know about this area, there's always the few that want to break the rules. For years, birders have been going down this road without any problem. Now, ENP created the problem with the base tours, and they solve the problem by hurting the birders. Sounds like a meeting between TAS and ENP is the only way to resolve this.
