Paul -- Usually, researchers conducting breeding bird projects use color bands in addition to the numbered metal FWS band. Migration banding stations only use aluminum FWS bands and birds can be banded on either leg. The numbers are in 2 sets, one over the other. The prefix is the top number and the suffix is the bottom number. If you are able to photograph the band, the banding station can be traced by the numbered bands allocated (by permit) to various Master Banders. The most useful numbers are the prefix and the first two numbers of the suffix.
Within the breeding range of Painted Buntings on the East Coast, the likely migration banding stations are: Kiawah Island, SC; Jekyll Island, GA; Tomoka SP, FL; and Key Biscayne, FL.
