Hi Karen,
That's a nice record. You're correct that silent birds cannot be identified with certainty -- although this bird has the big0billed appearance of a Tropical (in the strict sense).
There are about 12 verified records of Tropical Kingbird in Florida vs. none for Couch's. But that's not completely relevant, since Couch's could stray to Florida.
