Occam's Razor aside, be aware that Harris's Hawk is a favorite among falconers, and falconry birds do escape from time to time.
I've seen a Harris's Hawk in Greeneville, Tennessee before--hardly the Sonoran desert habitat they are identified with.
Go back and look closely. Don't completely dismiss your first instinct because someone else doesn't believe it could happen.
