Thanks for your reply. I guess it is possible. Now that I look at Sibley's Guide it is likely you are correct. My look at the hawk on both occasions was brief, less than 15-20 seconds. The white patch on the tail was very distinct and was contrast by the rust color on the upper body.
The thing that must have fooled me is the perspective. I thought I was looking at the top side of the bird as it flew up and to the left both times. It is possible that my eyes deceived me and I was looking at the under side.
With averted vision, glancing at the book, the under side of the Cooper's hawk could fit the bill. And since you are aware of a Cooper's hanging around the park your suggestion makes much since.
I wished that I would have gotten a quick picture, but it happened so fast. I will be looking for the Cooper's hawk the next time I go to A D Barnes.
