Regarding the White-cheeked Pintail, the FOSRC cannot assess the status if no one submits the species to the Committee! The last White-cheeked Pintail to be submitted was 1996 (16 years ago!); it was not accepted. The next most recent was in 1990, and that one was accepted. I do not think birders can complain about the FOSRC if few submit their records.
Larry's stunning photo of the Cuban Grassquit shows some odd wear in the tail, a few very worn feathers, some not so worn. This type of wear is usually taken as a sign of captivity, although this time of year there are lots of weird molt patterns. It would be helpful to look at reference series of Cuban Grassquits from Cuba.
The FOSRC did accept a Yellow-faced Grassquit last year from Key West, and has accepted most Black-faced Grassquits. It would be difficult to accept a Cuban Grassquit given the commonness of the species in captivity; I do not know if anyone submitted this one ( I am no longer on the Committee, which met last weekend).
