It sure sounds like you found the bird I spotted. The darkness I described could easily have been the light. The brown crested flycatcher's darker tail and less yellow sound exactly right. Glad to hear I was right about it not being a great-crested, it really was a brief view up close, and then a fairly long view for perhaps 20 seconds.
As you said, anyone else visiting the site does not need a permit "if they stay on the road." Obtaining a permit opens your options though, if something ducks into the brush. And, as always, please be respectful of the park neighbor homeowners' privacy, especially when aiming your optics...
