The TAS Miami Bird Board is a public forum, to which people choose to post their sightings. Providing that you acknowledge the Board, I don't think you need anybody's explicit permission to "pluck" their observations. (Furthermore, many posters do not identify themselves, so you can't acknowledge them anyway).
Additionally, you should have somebody knowledgeable review your results before you submit them. Some of the observations on this Board are erroneous (and many others are submitted with liitle or no documentation), and if you unknowingly use these false data, then it would negatively affect your results.
